Bylaws of the School of World Studies

I. Introduction

The School of World Studies is comprised of faculty representing a variety of humanities and social sciences fields and offers comprehensive programs of study with both disciplinary and interdisciplinary foci. This document specifies the administrative structure and operating procedures of the School.

II. Administrative Structure 

1. The Director of the School of World Studies provides leadership for the academic program, supervises supporting personnel, and develops initiatives for refining and improving the School's programmatic direction. The director is appointed for a term of three years (renewable). The Dean of the College of Humanities and Sciences appoints the director in consultation with the School's faculty. 

2. The Coordinating Committee serves in an advisory capacity to the director—considering programmatic questions and other concerns related to, but not limited to, such matters as instruction and staffing, faculty roles, awards and honors, research opportunities, and technological innovation. In cooperation with the Personnel Committee, the Coordinating Committee also identifies the need for new faculty positions in the School. The committee includes coordinators for each program in the School, the coordinator for lower-level language instruction, and the undergraduate director. Representatives of programs without coordinators are welcome to participate in meetings of the Coordinating Committee. When votes are taken, the program coordinators have voting rights. Coordinators are selected by the faculty of each program. Program coordinators generally serve three-year terms (renewable). The committee normally meets at least monthly during the academic year. The dean confirms the undergraduate director in consultation with the Director and the School faculty. The Coordinating Committee may appoint ad hoc committees as needed to facilitate its work. 

3. The Undergraduate Curriculum Committee addresses questions of curriculum development, degree requirements, academic standards, admissions, and other key elements of the School's instructional mission. It is responsible for questions related to, but not limited to, assessment policies and procedures, new courses, curriculum changes, high school coordination efforts, and curriculum issues related to study abroad. Proposals dealing with undergraduate curricular matters are first presented to the Undergraduate Curriculum Committee before being recommended to the entire School of World Studies for consideration. The Undergraduate Curriculum Committee includes the undergraduate director and representatives of four different programs. These members are elected by the School faculty to staggered three-year terms. Appointments to the College Undergraduate Academic Committee (UAC) come from the ranks of the Undergraduate Curriculum Committee. The committee chooses its own chair. The Undergraduate Curriculum Committee may appoint ad hoc committees as needed to facilitate its work. The composition of the World Studies Honors Committee is yet to be finalized, as is its relationship to the Undergraduate Curriculum Committee.

4. The Graduate Curriculum Committee considers curricular questions and issues, academic standards, admissions, and other matters related to the graduate program. Members include the elected representative to the College Graduate Academic Committee (GAC) and four additional faculty (at least one untenured) who are eligible to be members of the graduate faculty and are approved by the faculty of the School. Committee members are elected by the School faculty to staggered three-year terms. The Graduate Curriculum Committee may appoint ad hoc committees as needed to facilitate its work.

5. The Personnel Committee addresses performance evaluations and staffing needs in the School. The committee advises and assists the director in the annual faculty review process, in the selection of peer review committees for faculty being considered for promotion and tenure, in conducting mandatory third-year reviews of tenure-track faculty, in developing expectations for new faculty, and in recommending faculty for academic leaves of absence. The elected members of the Personnel Committee also coordinate a review of the School's function and progress in the last year of the director's term. One of the committee's tasks is working with the Coordinating Committee in recommending new faculty positions in the School. The committee also nominates faculty appointees to external College and University committees (who are then confirmed by the faculty). The Personnel Committee includes four tenured members and one untenured member. Three members of the committee are elected by the faculty, and two are appointed by the director of the school. The makeup of the committee should be representative of the programs within the School. Members of the Personnel Committee serve three-year staggered term. The committee selects its own chair. The Personnel Committee may appoint ad hoc committees as needed to facilitate its work. 

6. The Technology Committee proposes initiatives for instructional enhancement through technology and other matters related to the integration of technology into the School's instructional and research activities. The committee includes three faculty members, two of whom are nominated and elected by the faculty. They serve three-year terms (renewable). The third faculty member is the director of the Language Lab. The committee chooses its own convener. The director of the School is an ex-officio member of the committee.

III. Decision Making, Faculty Membership, and Voting 

1. All proposals with significant administrative or programmatic implications must be voted on by the faculty of the School of World Studies before being implemented. A proposal for programmatic change is reviewed initially by the Coordinating Committee, the Undergraduate Curriculum Committee, or the Graduate Curriculum Committee. Committee recommendations are presented to the faculty along with the proposal. Any voting member may present a proposal to the faculty for consideration.

2. All full-time faculty in the School of World Studies, including tenured, tenure ­eligible, and collateral teaching and research faculty, shall have voting rights. Full-time faculty who hold joint appointments in the School of World Studies and in another unit of the University also have voting privileges. Part-time, visiting, adjunct, affiliate, emeriti, and retired faculty are welcome and encouraged to participate in meetings without voting privileges.

3. At least one-half of full-time voting members constitute a quorum. Except for bylaws adoption and revision, motions require a simple majority for approval. Motions are voted on in a faculty meeting scheduled at least a week after discussion of the motions in an earlier meeting. No further discussion of a question, and no motions to revise, are permitted in the meeting in which the vote is scheduled to occur. If there should be further motions, then the vote is delayed until a subsequent meeting.

4. Any voting member may request that an upcoming vote be conducted by secret ballot. In such cases, the director of the School shall appoint a teller who will collect and count the votes. Absentee voting is permitted.

IV. Faculty Meetings 

Faculty meetings will be held approximately once each month, at the discretion of the director. If five faculty members request a faculty meeting to discuss a particular question, it will be scheduled for the next faculty meeting if two weeks' notice is given. The director of the School will normally chair faculty meetings. All voting faculty members are urged to attend, and nonvoting faculty are welcome at all meetings. Agendas will be distributed in advance of meetings, and minutes will be recorded by a member of the classified staff. Proceedings will follow Robert's Rules of Order. 

V. Schedule for Elections and Appointments 

Elections to all positions in the School of World Studies and appointments to external bodies will begin in March and will be completed by May 1 or at the time of the last general faculty meeting during the spring semester when practicable, with service beginning at the start of the following academic year.

VI. School-Determined External Representation 

When membership on external committees or representation on other external University bodies is determined by the School, members are appointed to one-year terms unless the rules of the external body specify otherwise. All appointed representatives are voting faculty members and must give prior consent before appointments are made.

VII. Adoption of the Bylaws Proposal and Amendment of the Bylaws 

1. Adoption of the bylaws proposal requires approval by two-thirds of the members who vote. 
2. Any voting faculty member may propose an amendment to the bylaws. The amendment will be adopted if two-thirds of voting faculty favor it.
